France mulls 13 as legal age for sexual consent

A bill being prepared by the French government could set a minimum legal age for sexual consent for the first time, and the country's justice minister said Monday that she thinks 13 years old could be a reasonable age.


Justice Minister Nicole Belloubet told France's RTL radio network that age 13 was a "limit that is worth considering" for the upcoming legislation, but noted that judges should also have the ability to assess whether someone was old enough to give consent in individual situations.
"The question of the age below which the minor's consent is presumed not to exist is crucial, because there are obviously extremely shocking and unacceptable situations," Belloubet said.

One of her colleagues in the French government has said that a minimum age for sexual consent has not been set for the bill. Marlene Schiappa, a junior minister for gender equality, said Sunday that the cutoff could be between the ages of 13 and 15.
"Below a certain age, it is considered that there can be no debate on the sexual consent of a child, and that any child below a certain age would automatically be considered to be raped or sexually assaulted," Schiappa said on BFM TV.
Two recent court cases have heightened the debate over who is old enough to consent to sex under French law.
A jury last week acquitted a 30-year-old man who was accused of raping an 11-year-old girl in 2009, French media reported. The jury in the Paris suburb region of Seine-et-Marne found that while there had been a sexual relationship between the girl and the man, it did not constitute rape according to the legal definition of the crime in France.
The girl's parents reportedly found out about what had happened when their daughter became pregnant.
French media also have reported that the prosecutor's office in the city of Pontoise near Paris decided in September that a 28-year-old man suspected of having sex with an 11-year-old girl should be tried for sexual abuse instead of rape because of how French law defines rape.
French law defines rape as any act of sexual penetration committed on others "by violence, coercion, threat or surprise." The definition does not distinguish between adults and minors for either the victims or perpetrators, although the potential criminal penalty is higher when victims are under 15.
A minimum age of sexual consent does not currently exist in French law. The law only says that an adult who performs a sexual act with a person under the age of 15 "without violence, coercion, threat or surprise" can be prosecuted for "sexual abuse," not rape.
In both of the recent cases, investigators reportedly found that the sexual relationships did not involve surprise, threat, coercion or violence.
Sexual abuse without coercion is an offence punishable of a maximum sentence of five years in prison. A rape conviction carries a maximum prison sentence of 15 years, or 20 years when the victim is under 15 years old.
Earlier Monday, French police said they have seen a rise in reports of sexual violence and harassment amid the growing global fallout from the accusations against Hollywood producer Harvey Weinstein.
An official with the French national gendarme service said it had registered 30 per cent more complaints this year so far than last year, notably in October. The official wasn't authorized to be publicly named.
The gendarme service oversees security outside urban areas. Figures for cities weren't immediately available, but the gendarme data come as French women are increasingly speaking out online about past sexual abuse following U.S. revelations.


 

Migrant Boys Replacing Girls as Prostitutes in Gender-Equal Sweden

The phenomenon of male prostitution is gaining momentum in Sweden, which, ironically, is known as a champion of equality. Migrant boys at risk of deportation are believed to be particularly overrepresented in this area.
Swedish and international research indicates that young boys are overrepresented in the sale of sexual services in Scandinavia's most populous country, Suzann Larsdotter, sexologist at the Swedish Federation of Sexual Enlightenment (RFSU) told Swedish national broadcaster SVT.
"Prostitution is an important symbolic issue for gender equality, as it is often assumed that men are perpetrators and women are victims. Men and boys selling sex are interpreted in relation to their sexuality, while girls and women are always seen as victims," Larsdotter said.
Immigrant boys are particularly vulnerable, Larsdotter pointed out, stressing a lack of concrete knowledge regarding the sensitive topic of prostitutes' backgrounds.
"More research is needed concerning young transgender, young gays and migrants, especially migrants," Larsdotter argued.
According to Larsdotter, there are many misconceptions about men selling sex. For instance, the public tends regards male prostitutes as indiscriminately gay and fails to see their vulnerability.
"Homosexuals are often seen as promiscuous and sometimes I hear comments like 'it's not too bad if they get a little reward for sex, which they love so much,'" Larsdotter argued.
Anna Lagerdahl, a police officer who has extensive experience fighting human trafficking and prostitution, said she has almost exclusively dealt with girls selling sex in the street, yet argued that the police aren't as effective at getting in touch with boys and men. One of the reasons is the surrounding secrecy, as most sex-related transactions involving males are made via closed online forums, as opposed to "traditional" prostitution.
Meanwhile, tens of thousands of so-called "underage refugees" currently at risk of deportation have been pointed out as "raw material" for a new shadow community as they may choose to go underground after their asylum applications are ultimately rejected. Many of them have either reached the age of 18 or have been found to have lied about their age upon arrival in Sweden.
In 2015 alone, 35,000 refugee children and adolescent migrants came to Sweden, 24,000 of them from Afghanistan. Hundreds, if not thousands of them, are believed to have already disappeared from the authorities' radar.
"Some of them may end up abusing drugs, while others are in crime," an anonymous police source told Aftonbladet daily. According to the source, there is an apparent link between rejection, homelessness and crime. The source also admitted that many try and solve their economic problems by resorting to prostitution.
Sanna Vestrin, who chairs the National Council for Refugees (Farr), said many of the young people Farr has been in contact with admitted they were considering going underground to avoid deportation.
"However dark living undocumented in Sweden may be, many of the young people still see it as a better alternative to life expected in Afghanistan," Vestrin said.

UK schools to host ‘Drag Queen Story Time’ for students as young as two 

Starting tomorrow, men dressed as women will be reading stories to children as young as two at a chain of London nursery schools. The London Early Years Foundation has “teamed up” with “Drag Queen Story Time” to “connect children and drag queens through the art of storytelling and fun interactive events,” according to the chain’s press release.
Drag Queen Story Time (DQST) is the brainchild of Bristol’s Thomas Canham, a 25-year-old inspired by New York City’s Drag Queen Story Hour. When the producers of American television show “RuPaul’s Drag Race” tweeted news of the New York program, Canham tweeted back, “Why can’t we have something like this in the UK?” To his surprise, the producers wrote back suggesting he start his own group.
Canham, described as a “call centre employee” and as a “law student,” launched his Drag Queen Story Time project in May. He set up a Crowdfunder campaign to buy storybooks and pay for mandatory police checks on volunteers. He recruited around 30 men for his project.
As Canham told the Bristol Post at the time, “I have had interest from a variety of different queens — from young and old, drag veterans to really fresh queens — so I think it will be a really positive experience to help foster new drag talent.”

But it’s not just for the drag queens. This week, the UK Metro commuter paper reported that DQST was “created with the hope of providing children as young as two with ‘queer role models.’” Canham’s volunteers read children stories they loved as children, lead them in well-known children’s songs adapted to include a drag theme, and then read a feminist fairy tale or story that questions gender norms. Books Canham has selected  And Tango Makes Three, My Princess Boy, Red: A Crayon’s Story and Introducing Teddy.
According to Tes.com, a website for teachers, in June Canham planned to contact Bristol schools asking for access to their classrooms. Meanwhile, “Drag Queen Story Time” will be appearing at seven of the London Early Years Foundations’ nurseries this winter. If the program is successful, the drag performers will appear at the other 37 sites.
According to the London Early Years Foundation, the DQST project “aims to teach children of all ages to spread a message of tolerance and kindness.” It will include not just story time but “a Hallowe’en drag disco, face painting and high tea.” The first event will be in the LEYF daycare in SoHo on November 15.
According to the manager of the SoHO nursery, Greg Stewart Lane, “We live in a world where people face homophobia, racism and general discrimination on a daily basis. Yet these are all learnt behaviours – we aren’t born with any form of hatred, you get taught it over time. If events like DQST can help curtail this and teach children about tolerance and kindness, then that has to be a good thing.”
This view echoes Canham’s remarks to the Bristol Post: "For me the project is about drag queens providing fun and inclusive reading for children about issues around misogyny, homophobia, racism, LGBTQ and gender fluidity in a way which they can understand. … Racism, homophobia, misogyny and the like are all learnt behaviours – we aren’t born with any form of hatred, you get taught it over time. And if projects like these can go some small way to helping prevent or curtail that, then it can only be a good thing."
Dr. Michelle Cretella, the president of the American College of Pediatricians, disagrees that Drag Queen Story Time is a good thing for children. She says that although most children know by age three they are a girl or a boy, it is not until they are five that they understand that boys grow up to be men and girls grow up to be women. It is not until age seven that most understand that “cosmetic changes” don’t alter sex.
“Due to these cognitive limitations of childhood, many preschoolers will believe that when a man cross-dresses and applies makeup he actually becomes a woman,”  Cretella told LifeSiteNews. “Consequently, it is disruptive to preschool and early elementary school children's cognitive and psychological development to expose them to drag queen story hours and gender-bending story books.
“Schools and public libraries that embrace transgenderism are gaslighting our kids.”
Canham told the Daily Mail that parents love Drag Queen Story Time and “the children love it too — especially when you’ve got a six-year-old boy there in a princess dress which he isn’t allowed to wear at home because his dad doesn’t like it.”

The implant would then give an employee the ability to work more efficiently by unlocking doors, logging into computers, and doing a number of other basic tasks by a simple wave of their hand. Three Square Market is a vending machine software company is hoping that this technology takes off and becomes mainstream. The company believes that it could soon provide a range of benefits to the consumer, including the ability to use the chip as a form of identification, a way to make purchases in a secure manner, and a simple way to access public transportation. The school district shut down a lunchtime Bible study for fifth graders that was led by a teacher. “The teacher (who thought the Bible discussion was appropriate because it was during lunch and voluntary) immediately put an end to these lunch meetings,”
Hudsonville Public Schools wrote in a statement to television station WOOD. “We will continue to communicate and educate staff at all levels on the District’s policies related to religion in schools.” The controversy started after the Michigan Association of Civil Rights Activists ratted out the young Bible scholars. And they wasted no time in gloating over their victory. “This illegal and unconstitutional activity was being conducted without parental notification or consent,”  READ MORE


AI Researcher Warns Skynet Killer-Robots "Easier To Achieve Than Self-Driving Cars"

A group of the world’s leading AI researchers and humanitarian organizations are warning about lethal autonomous weapons systems, or killer robots, that select and kill targets without human control.
The group alleges killer robots now exist and the bulk of these technological developments are military funded in UK, China, Israel, Russia, and the United States. Although, fully autonomous weapons systems have not yet been deployed on the battlefield, the action by the group to ban lethal autonomous weapons is a preemptive ban before the technology falls into the wrong hands. The group calls on the citizens of the world to contact their representatives and for countries to work together to form international treaties, before it’s too late.

Future of Life Institute released a video yesterday titled: Slaughterbots.
The video portrays not to far in the distant future of a military firm unveiling a drone with shaped explosives that can target and kill humans on its own. Further in, the video abruptly changes pace, when bad guys get ahold of the technology and unleash swarms of killer robots onto the streets of Washington, D.C. and various academic institutions.
The video is aggressive and graphic but outlines if the technology was misused it could have severe consequences - such as civilian mass causality events.

Stuart Russell, a world leading AI researcher at the University of California in Berkeley, showed the video above to the United Nations Convention on Conventional Weapons on Monday. He said, “the technology illustrated in the film is simply an integration of existing capabilities. It is not science fiction. In fact, it is easier to achieve than self-driving cars, which require far higher standards of performance.”
Russell wants a preemptive ban on the technology before it’s too late. He claims the window to halt such technologies is closing and warns that autonomous weapons, such as drones, tanks and automated machine guns are imminent.
The Guardian adds,
The military has been one of the largest funders and adopters of artificial intelligence technology.

The computing techniques help robots fly, navigate terrain, and patrol territories under the seas. Hooked up to a camera feed, image recognition algorithms can scan video footage for targets better than a human can.

An automated sentry that guards South Korea’s border with the North draws on the technology to spot and track targets up to 4km away.  
The International Committee for Robot Arms Control is calling upon the international community for a treaty against autonomous weapon systems.
Given the rapid pace of development of military robotics and the pressing dangers that these pose to peace and international security and to civilians in conflict, we call upon the international community for a legally binding treaty to prohibit the development, testing, production and use of autonomous weapon systems in all circumstances.
Human Rights Watch is another organization calling for the preventive measures to stop the machines…
 The development of fully autonomous weapons—“killer robots”—that could select and engage targets without human intervention need to be stopped to prevent a future of warfare and policing outside of human control and responsibility.

Human Rights Watch investigates these and other problematic weapons systems and works to develop and monitor international standards to protect civilians from armed violence.
Conclusion: The evolution of targeted killing practices have certainly evolved to something on the lines of the Terminator, a fantasy/science movie where Skynet an artificial intelligence system gained self- awareness, and decided to wage a war on humans. Will Stuart Russell and his team of AI researches be able to stop the trend in autonomous weapon systems before it’s too late?
